Ministry of Construction of Russia will oblige Russian boarding houses, hotels and camping sites to create conditions for visually impaired and wheelchair users. Relevant provisions are contained in the draft "Accessibility of buildings and structures for low-mobility groups of citizens" (SP 59.13330.2012). This norm is an innovation for Russia.

The proposed amendments will affect hotels, campsites and boarding houses with a number of rooms from 20 rooms. According to the project, the equipment and the layout of at least 5% of the rooms must meet the requirements for servicing low-mobility visitors.

The code of rules contains a number of specific criteria:

reducing the threshold height in all the doors of the institution from 2.5 to 1.4 cm;
a decrease in the height of the congress from the sidewalk to the road up to 1.5 cm;
creation of continuous pedestrian routes from the entrance to the building to public transport stops;
the reduction of the slope of ramps in the adjacent territories to the accepted norms is 1:20 (5%), in the cramped conditions of construction a slope of 1:12 (8%) is allowed.
The project was approved in 2012 and is currently being updated. Ministry of Construction of Russia held a regular meeting with all-Russian associations of disabled people on September 30. It eliminated the last fundamental differences, so the document in the latest edition will be approved by the end of the year.

It should be noted that the code of rules has received a lot of criticism. One of the main complaints is that many network hotels have done their own work to provide access to low-mobility citizens. In their work, they relied on international norms, which do not always correspond to those adopted in the Russian document. This can lead to the need to change the entire infrastructure due to minor differences (for example, the inconsistency of the slope of the ramps by 1-2%).
